Yes I agree it depends upon the company. But using it as a "rule of thumb" can be detrimental to the company.
After all, it is stated as a "rule", so we are supposed to obey it, right?
Rather than the "the 80/20 rule", research has shown that "the 60/40 rule" is more accurate and it might be better off as the new neutral Pareto ratio.
